E911 Street Numbering Ordinance

Pursuant to RSA 231:133, the Town of Jackson Board of Selectmen is implementing this ordinance to compliance with the regulations and requirements of the State of New Hampshire Bureau of Emergency Management Enhanced 911 mapping and addressing project.


Section I Purpose

The purpose of this ordinance is to establish a uniform system of numbering of primary buildings located within the Town of Jackson and to identify the locations and names of all streets and roads to promote the expeditious emergency response system and provide a consistent system for mailing addresses.


Section II Application

This ordinance applies to all primary buildings within the corporate limits of the Town of Jackson and shall hereafter be identified by reference to the uniform numbering systems as established or amended by the Board of Selectmen.


Section III Numbering System

This numbering system shall:

  1. Establish street numbers and names for every access way whether private or public, which serves any primary building or vacant lot.
  2. All primary buildings on the left side of the street shall have odd numbers and primary buildings on the right side shall have even numbers.
  3. The numbers will be assigned to each fifty (50) foot interval of road frontage from the starting point of each street.
  4. Primary building having several possible numbers due to extensive road frontage for frontage on more than one street or road shall be assigned a number at the discretion of the Board of Selectmen or their designee.
  5. Unused numbers will be held in reserve for future use to ensure against the need for renumbering.
  6. Duplexes, multi-family complexes or condominiums shall be assigned one number for the primary entrance onto the street. Units shall be internally numbered according to a logical pattern and manner as approved by the Board of Selectmen or their designee.
  7. Corner lots shall be assigned the appropriate street number, which corresponds to the street on which the building faces or the street from which access is obtained.
  8. Street names and building numbers shall be assigned by the Board of Selectmen after consultation with other appropriate offices, as needed.

Section IV Procedure

All owners of primary buildings within the Town of Jackson shall affix or cause to have affixed, the assigned street number(s) in accordance with this section. The numbers must be readily visible from the street and conspicuously displayed on that side of the building, which faces the street. For primary buildings not readily visible from the street the assigned street number(s) shall be conspicuously displayed at the point of entry to the property so as to be visible on a year round basis. The preferred method of display shall be on both sides of a mailbox. If there is no mailbox, then the assigned street numbers on a signpost or similar means at the point of entry. Primary buildings accessed by a common drive shall display the assigned street number(s) on the appropriate primary building. The numbers shall be at least 3 ½” in height and in a contrasting color to the means of support. Numbers placed on mailboxes shall be in accordance with the U.S. Postal Service requirements.


Section V New Buildings and Subdivisions

Whenever a primary building or occupied structures is to be erected or located within the town of Jackson, designated numbers shall be affixed upon the building as provided for by this ordinance. Within 90 days after the commencement of construction of a new primary building, the assigned street number shall be posted so as to be visible from the adjoining street. Temporary numbers shall be replaced as soon as possible.

Every subdivisions or site plan approved by the Planning Board will be assigned a street, or building number fore each lot, unit, or structure as applicable. These numbers shall be reviewed and proved by the Board of Selectmen as to conform to Section III of this ordinance.

Local postal officials, assessors, Town Clerk, Police Department, Fire Department and ambulance services shall be advised of street numbers, assigned to new subdivisions and structures. Property owners shall advise the telephone company.


Section VI Penalty

Any property owners who fails (sic) to comply with any provisions of this ordinance within six months of the mailing date of the Notification of Street Number Assignment shall be guilty of a violation not to exceed two hundred fifty dollars ($250.00).

Any property owner who shall affix or display upon a structure any number other than that assigned to or pursuant to this ordinance shall be guilty of a violation penalty not to exceed tow hundred fifty dollars ($250.00).

This section shall not apply to the display of “date of origin” numbers for historical buildings, provided they are displayed so as not to be confused with the assigned street number.


Section VII Administration

This ordinance shall be administered by the Board of Selectmen or its designee.


Section VIII Appeals

Any proper owner aggrieved by the implementation or administration of the provisions of this ordinance may appeal to the Board of Selectmen. All appeals shall be in written form setting forth the basis for the appeal. All appeals shall be acted upon in a timely manner.


Section IX Effective Date

The above described ordinance shall take effect immediately upon adoption by the Board of Selectmen.
